Although I hear your concern regarding recovery after an upper arm tuck, you really have no other option. 4 weeks is still far too soon to determine your final outcome. Your body likely still has some healing to do and some swelling that needs to go down. What you're experiencing is disuse atrophy.  This is when your tissues become stiffened from too much rest.  You need to start using your arms more and it should resolve with time and activity. 
You're possibly a candidate for revision liposuction.  Because the arms are the most difficult part of your body to even out and reduced the chance of lumps, your surgeon either did not do uniform removal of fat in the arms or was not aggressive enough with your postoperative lymphatic massage, which is critical to achieving the best possible results.
It looks like you may be getting hyperpigmentation rather than a scar; this is common in the thighs and requires aggressive management including topical steroid creams, hydroquinone 4%, and quinolone like compounds.
